Dr. Vladimir Obradović, PhD, IPMA Level A – CECC & CET, is an esteemed professor, consultant, and thought leader in the fields of project and change management. With over two decades of academic, governmental, and consulting experience, he has played a transformative role in shaping project management practices and education in Serbia and across the international project management community.

Dr. Obradović serves as a full professor and Head of the Department for Interdisciplinary Research in Management at the Faculty of Organizational Sciences, University of Belgrade, where he has been a pivotal figure since 2004. Over the years, he has held a series of academic leadership roles, including Head of the Center for Project Management, contributing significantly to the development of interdisciplinary research and curricula in project and change management. Professor Obradović has established and is leading the academic course on Public Sector Project Management at the Faculty of Political Sciences at the University of Belgrade. He has been giving visiting or guest lectures on several universities worldwide.

Internationally, Dr. Obradović is Vice President of the International Project Management Association (IPMA), where he previously led education and training registration initiatives and contributed to multiple working groups and standards development activities. He is also the longstanding president of the Serbian Project Management Association – IPMA Serbia, actively fostering regional excellence and international collaboration in project management.

His consultancy work spans organizations such as The World Bank, USAID, GIZ, UNDP, and others, where he has provided expertise in public finance, project design, monitoring, and capacity development within government institutions, and public entities. As a Certified Executive Consultant and Coach (IPMA Level A) and Certified Executive Trainer, he regularly supports companies and other organizations through strategic training, capability development, and transformation programs.

Dr. Obradović’s influence also extends into policymaking, having served as a Member of the National Assembly of the Republic of Serbia, contributing to legislative discussions with his expertise in public administration, governance, and change initiatives.

He is the editor-in-chief of European Project Management Journal (Scopus), and an editorial board member of top-tier journals, including the International Journal of Project Management, Project Leadership and Society, and Information Technologies and Learning Tools. He frequently contributes to international conferences as a keynote speaker, speaker, scientific committee member, and award judge for global project management recognitions.

Academically trained in organizational sciences at the University of Belgrade, with additional executive education from IEDC – Bled School of Management and the International Teachers Academy, Dr. Obradović continues to bridge theory and practice in his work—advancing the field of project and change management across academia, industry, and public institutions.

Through his dedication to education, research, and professional development, Professor Dr. Vladimir Obradović continues to influence the field of project management and inspire the next generation of professionals at Alma Mater Europaea.
